Meet the Officers

Clare Lewis

Clare Lewis (President, CEO) has twenty-five years of experience in the not-for-profit industry. Ms. Lewis served for nine years as Senior Vice President of Sales and Marketing for the Presbyterian Investment & Loan Program prior to assuming the role as president. She holds a degree from Wilfrid Laurier University in Waterloo, Ontario, Canada. Ms. Lewis is a ruling elder, and worships at Bardstown Road Presbyterian Church in Louisville, Kentucky, and is a former youth pastor at First United Church, Kelowna, British Columbia.

Michael K. Kirk (Secretary) serves as General Counsel for Presbyterian Church (U.S.A), A Corporation. He received his B.A. degree from Colgate University, a J.D. from the University of Louisville Brandeis School of Law, and an LL.M. from Georgetown University School of Law. From 1985-1987 he was an Assistant District Attorney for Ulster County, New York. From 1987 until joining the Legal Services Office of the Church Corporation in March 2009, he was a partner with the firm of Wyatt, Tarrant & Combs, LLP. He is a Ruling Elder and Clerk of Session at Highland Presbyterian Church in Louisville, KY.

Laura Olliges

Laura Olliges (Chief Financial Officer, Treasurer) is Vice President of Finance and provides accounting and internal control services for PILP. She has worked for PC (USA) since 1992, in World Mission, Finance and Accounting, and Internal Audit offices. Her work with ILP started in February 2011. She is a Certified Public Accountant and has an MBA from the University of Louisville. She also has a B.A. (Spanish major) from Earlham College. She serves as Treasurer of the Board of Cedar Ridge Camp, a Presbyterian camp and conference center. She attends Highland Presbyterian Church in Louisville, KY.

Jason Peterson

Jason Peterson (Senior Vice President, Chief Operating Officer) Jason has served with the Program since 2010. Prior to being appointed Chief Operating Officer, Jason served as Director of Loan Operations. Mr. Peterson has over twenty-four years of management experience in financial services industry, including extensive experience in retail banking, commercial banking, construction lending for nonprofit and for-profit banks. He holds a degree in finance from Tuskegee University.

Judy Walton

Judy Walton (Vice President of Lending Services) began work in this position in 2024 overseeing the underwriting and disbursement of loans. Judy joined the Program in 2000 as a director in lending. She began serving the PCUSA in 1994 as staff to the General Assembly Council (now known as the Presbyterian Mission Agency) in the Office of Legal Services and later the Church Loan Program of the National Ministries Division. Judy is a member of the staff loan team that approves new loan requests and other loan related items. She holds a B.S. in Accounting from Indiana Wesleyan University.

Clayton Thomas

Clayton Thomas (Vice President of Sales and Relationship Management) began with the Program in 2024; he and his family live in Chattanooga, Tennessee. Rev. Dr. Thomas earned his Masters of Divinity from Columbia Theological Seminary and a Doctorate of Ministry from Duke University. He has worked in parish ministry for 18 years and will use this knowledge to help church leadership in the loan process. He looks forward to building relationships with Presbyterian churches and other organizations to help them ensure they can grow and change to meet the needs of those they serve.
